When a wood finish has low-VOC or zero-VOC, does that refer to low or zero VOC emissions during painting or after the finish has dried?

I am trying to understand the labels of paints and wood finishes. Is there a certifying agency that makes sure that the labels reflect the truth.

Both. During and also to a lesser extent after painting too. Paints that emit zero VOC proudly indicate that on their labelling.
