There are tens of thousands of highly inefficent aluminum windows throughout NYC multifamily buildings. What would be the estimated energy savings in BTU's and GHG mitigation if NYC raised it's window performance standards in multifamily buildings to minimum Energy Star ratings?

Energy savings based on BTUss is deterined by size and U value of the unit and glazing.
One of the best case studies which I have found is the replacement of window glazing in the Empire State building.
